Bill Clinton came within a "gnat's eyelash" of being convicted for lying about his relationship with Monica Lowinsky. Of course that was wrong, but I don't think the effect on the national well-being quite made it a "high crime or misdemeanor." Thankfully, enough folks in Congress agreed. Nevertheless, the reputation for lying and deceiving the population has stuck to him permanently.

However, George W. Bush has lied about serious matters that do impact the well-being of the nation (and other nations, too) yet seems to never be held accountable for those lies. Here is a short list:
He lied to Congress about the existence of WMD and the need to attack Iraq immediately
He lied about the effect his tax cut will have on job creation
He lied that he supports increased support for military personnel pay and benefits while working to cut those benefits on the same day
